It does scale properly. It is intended for you to bring a friend to help you in this zone. In this case easy does not always mean soloable.

You will be able to start out with less than T1 gear and you will be fine
The fog will be fixed with gu54 sometime in the upcoming weeks. It required an art change which was not able to be hotfixed prior to gu54.
The Anniversary Event has been reactivated on the Test and Test-Copy servers. And there was much rejoicing…
I just confirmed it to being fixed with Gu54. As far as the words of pure magic, I play on the mistmoore server and I just did the quest last weekend on an alt and it worked fine.
